CityWars is a turn-based strategy war game where the objective is to expand your empire and defeat your opponents. This is done by strategic management of your resources and control of your armies. There are four players in the game, one human (you), and three computer-controlled players.
The game is played on map of Europe. Europe's major cities are shown on the map, with each one belonging to one of the four players. Each city has a number of farms and workshops, depending in how large the city is. Cities also act as a base for your armies. Each city produces additional armies as the game progresses, at a rate determined by how many workshops it has. However, the number of armies that a city can support is limited by the number of farms (i.e. the amount of food available).
Each turn, you can order your cities to perform tasks - these orders may be to move armies to other cities, or to attack your neighbours. If you attack an enemy city and win, that city will then become part of your empire. You win the game by becoming so powerful that the other players finally submit to your authority.
